North Highlands was built to house people who worked at McClellan Air Force Base. In 1995 the base was identified for closure under the federal base-closure process, and it closed. What remains is a neighbourhood of small post-war houses on small lots, with the base now a civilian business park and airport.
A BASE NEIGHBOURHOOD AFTER THE BASE
The housing is older than the jobs that built it.
Most of this housing went up in the 1950s and 1960s for families whose work was a few minutes away. The base closed, the employment picture changed, and a large share of the housing has spent time as a rental since. None of that makes a house unsellable. It does mean deferred maintenance is the normal state rather than the exception, and nobody should be embarrassed about it.
- Original panels and wiring, which raise insurance questions as well as repair ones.
- Galvanised supply plumbing on some houses, and old drain lines on most.
- Roofs at the end of their life, sometimes replaced once and sometimes never.
- Enclosed garages and converted spaces, which are extremely common here.
WHY AS-IS FITS THIS HOUSING STOCK
A mortgage buyer cannot buy a house that will not pass.
This is the mechanical part of the problem, and it is worth understanding rather than feeling bad about. A financed buyer needs the house to satisfy a lender and an insurer. A house with an old panel, active roof leaks and exposed wiring often will not, which removes most of the buyer pool and leaves cash buyers. So a listing in that condition is competing for buyers like me, without the certainty that comes with one written set of terms.
That is not an argument against listing. It is an argument against assuming a listing always reaches more buyers than it will.
WHAT I LOOK AT HERE
Short and predictable.
Panel, plumbing, roof, and how much of the house has been altered since it was built. Then the two questions that decide most of these sales: is anybody living there, and is the house full of belongings. Both are manageable, and both are better raised on the phone than discovered at a walkthrough.
WHAT A DIRECT SALE DOES AND DOES NOT CHANGE
It prices the list instead of handing it to you.
You do not repair anything, you do not clean anything out, and you do not need to have strangers walk through the house on a weekend. The cost of every item above comes out of the offer instead, and the terms are written before you decide anything.
What it does not change is the fact that an offer will be lower than a strong listing would bring on a house in good condition. It would be strange if it were not.
QUESTIONS I GET ABOUT NORTH HIGHLANDS
Straight answers.
Is North Highlands a city?
No. It is an unincorporated community and census-designated place in Sacramento County, so the county handles permits and code enforcement.
The house has been a rental for years. Does that matter?
It changes what to check rather than whether it is sellable. Tenants in place is a normal way for me to buy a house, and so is a house that has just been vacated.
Will you buy a house with an old electrical panel and a leaking roof?
It can be considered. Those are known costs with known ranges, which makes them easier to price than surprises. I will tell you plainly if the whole picture does not work for me.
Do I need to empty the house first?
No. Belongings can stay and be agreed in writing as part of the purchase. Say what you want to keep and the rest becomes a term rather than a job.
