Carmichael is an unincorporated community in Sacramento County, which means there is no city hall and there never has been. The county issues the permits and the county holds the records. Underneath the subdivision there is older land: Carmichael Colony No. 1 was laid out in 1909 across 2,000 acres of what had been part of the Rancho San Juan Mexican land grant.
THE LAND UNDER THE HOUSES
Colony lines do not always match subdivision lines.
A second tract, Carmichael Colony No. 2, took in another 1,000 acres from the Rancho Del Paso grant and ran from Walnut Avenue across to Arden Way. Those boundaries were surveyed for farmland in an era before tract housing, and the later subdivisions were laid on top of them.
- Old parcel lines can sit awkwardly under a modern street pattern.
- Easements, fence lines and access can follow the older survey rather than the newer one.
- A survey question here is worth resolving early rather than at closing, because it is the one category of problem that does not have a price attached until it is settled.
This is not a reason to expect a problem. It is a reason not to be surprised by boundary paperwork on a property that has been in one family for a long time.
NO CITY HALL, WHICH IS ACTUALLY SIMPLER
One authority for permits, one for code.
Building permits, inspections and code enforcement all run through Sacramento County. There is no city to call and no city inspection to satisfy. For a seller that usually removes a step rather than adding one, and it means the record search is a single request instead of two.
It also means the county is the authority on anything you might want to ask about an outbuilding, a second unit, or work that was done decades ago.
WHAT I LOOK AT ON A CARMICHAEL HOUSE
Mature trees, older pools, and what was built in the garden.
The houses here are mostly post-war, and they were built on lots that already had mature landscaping or orchards on them. That produces a specific list of things worth checking, and most of them are outside the house rather than in it.
- Trees and roots. The sewer lateral and the driveway are where sixty-year-old trees show up as an expense.
- Pools and equipment. A pool from the 1960s or 1970s with original equipment is a real line item, not a feature.
- Outbuildings and shops. Common on these lots, and worth checking against the county record before assuming it was permitted.
- Original systems. Panel, supply plumbing, and heating, replaced at different times or not at all.
WHAT A DIRECT SALE DOES AND DOES NOT CHANGE
A boundary question is a question either way.
A direct purchase does not make a title or survey problem disappear, and I will not pretend otherwise. It does mean the condition of the house is priced rather than repaired by you, and that the terms are written before you decide anything.
If a boundary or title issue is the real obstacle, the honest answer is that it needs to be resolved with an attorney or a title company rather than negotiated with a buyer, and I will tell you that directly.
QUESTIONS I GET ABOUT CARMICHAEL
Straight answers.
What city is Carmichael in?
None. Carmichael is unincorporated Sacramento County, so the county handles permits, inspections and code enforcement.
The shop in the back was never permitted. Is that a problem?
It is a question rather than automatically a problem. Check it against the county record and tell me what you find. Undiscovered is worse than disclosed.
Does an old boundary line matter when I sell?
It can. Old grant and colony lines sit under some of these properties, and a title company will look at it. Raise it early rather than at closing.
Will you buy a house with a pool that has not been used in years?
It can be considered. A derelict pool is a known cost with a known range, which makes it easier to price than most surprises.

Send the address and I will tell you plainly whether the location and the property are a fit. If it is not, I will say so.
